When reviewing another author's content submission, consider the following criteria:
This refers to how well the submitted content will benefit the game options versus the cost or difficulty in acquiring the content.
For feats, this includes the prerequisites for the feat as well as how far down in a feat chain the feat is acquired. For spells, this could include material costs or the spell's level. For races or classes, this includes how well the race or class stacks up against the base races and classes in terms of power. For example, an ability granting a +10 unnamed bonus to Armor Class at 1st level could be unbalanced if it doesn't have commensurate penalties. For monsters, this would include the monster's CR versus its abilties.
A 1 star rating in this criteria indicates the content is "broken", is easily abused by any player, or creates many unbalanced situations in favor of the player or gamemaster using the content. A 5 star rating in this criteria indicates the content is well balanced and would fit into most games with little mechanical disadvantages.
This refers to how well the submitted content will be useful throughout many different game situations and levels
For feats, this is an evaluation of how useful the feat is over the full span of a character's career. For spells, this refers to how useful the spell is at the level it is acquired versus how useful the spell is at higher levels. For races or classes, this is an assessment of the usefulness of the race or class abilities versus game situations in which the ability would likely be used. For example, a race which has a +10 bonus to Diplomacy only when dealing with Invisible Stalkers may be very useful in specific campaigns, but on the whole the ability may be too specific to benefit most games.
A 1 star rating in this criteria indicates the content is not very useful to or usable in most games. A 5 star rating in this criteria indicates the content can be dropped into any game and gain adoption by players and gamemasters alike.
This refers to how well written the submitted content is.
For any content this is an evaluation of how easy it is to understand and apply with other rules. For example, did the author take the time to address questionable situations or take the time to explain clearly how an ability is used?
A 1 star rating in this criteria indicates the content is hard to understand or implement by even experienced players. A 5 star rating in this criteria indicates the content is easy to understand by most players of varying experience levels.
